The seals (or stamps, as often called in Latin America) have always been, since the Ministry of the Treasury of Great Britain issued the first (the famous penny black with silhouette of Queen Victoria) Postal bullet adhesive on May 6 1840, plus postage elements-that means payment rates for shipments Postcards- small media propaganda that gradually would go collecting. The Kaze-no-Bon (風 の 盆, 'Dance of Wind Bon') festival, also known as festival of Owama, takes place every year, from 1 to 3 September, about three centuries ago (though it was modernized during Meiji, 1868-1912) era, in the town of Yatsuo (Toyama Prefecture, on the island cmt of Honshu, Japan).
From popular local tradition, designed to appease the fury of typhoons and augur a good rice harvest, this festival became a tourist attraction in the late twentieth century.
